Finchley is a large area in the north of London. It is made up of North Finchley, West Finchley, East Finchley and Finchley Central. There are some people who also like to include 'Woodside Park' as an area of finchley, but tin reality that area still comes under North Finchley. The Local Authority that covers the majority of the area is the London Borough of Barnet.

Mostly Barnet. But Finchley isn't really one area, it is huge, divided into North, East, West and Central. Some of East Finchley is in Haringey.
