Also, many laws have now been passed which prohibit discrimination on the grounds of race, religion, gender, sexual orientation, age, disability, or anything else. It is therefore vital that people do not feel discriminated against when they are using care services.
Care workers must adhere to strict rules regarding confidentiality, respect of individuals, and treatment of vulnerable persons. Any violation of the care value base or code of conduct may result in dismissals, lawsuits, and - in a case of an entire institution acting unethically - enforced closure.

Well, our current system is completely NOT "value based" and the only mechanism in place to regulate quality of care, is our civil court system. I'd guess that removing a third party (insurance company) from the payment process, will encourage the purchasers of health care to be a whole lot more value minded than they currently are.

I'm studying social work and we have done work on core value base? Is that what you mean?

Core values are those which underpin a service for example in social work the core values could be:
-valuing individuality
-repecting every person
-anti-oppressive and anti-discriminatory practice
-confidentiality

If you look in books they can tell you the core values, but each author's values differ. Pamela Trevithick: a practice handbook is very good
