Ask the OWNER to check the DVR's on that night. If there are 20 camera's, he has invested a lot of money in surveillance for nothing if nothing is done with the system. The Manager may very well know what happened to the money and be protecting somebody. Refuse to repay the house money and demand your tip money. Speak with the Owner and only the Owner about this. The truth is on the Digital Video Recorders, any and all thefts should be reported. jump on this like stink on a chickens fanny!

addition: Well I guess keeping it between you and the Owner is out. BUT...if the Manager saw you lay it down he saw who picked it up! There is no way he couldn't catch the culprit unless he is a total Idiot. Once you find a target on surveillance camera's you can track that subject forward and backward from the time they enter the building until they leave or visa versa, and in some cases to the parking lot and beyond. They ( Manager & thief ) are blowing so much smoke up your butt, it's time to go to the Law. There is a Detective within the police Dept. that will rip them a new crapper!

I'd suggest you tell your manager that you're going to file a police report. If he still doesn't look at the tapes, then you can get the police detective to do it. He won't be real interested in it; it's only a few hundred dollars, but since there are tapes, you can push him into doing it. However, if you threaten to get the police involved, I think the manager will be much more interested in getting you an answer.

Confront the most highly suspected suspects one by one, alone.

Tell them that the OWNER has tape of them stealing the money and you want it back. If you get it back or find the culprit, apologize to the others. They should understand that was the only way to find out.
