"Method" is how you done the procedure. And "Procedure" is how you done the method. It's that simple.

The "scientific method" is a technique used to explain and test an observation. The steps are listed below:

Make an observation.
Make a hypothesis re. your observation
Conduct experiments / tests to challenge your hypothesis
Evaluate your data
Draw conclusions and revise hypothesis.

The procedure can be thought of as this whole process, or more specifically, how you conduct your experiments and tests.
You can pretty much use the terms interchangeably.
