Makeup is a lot of personal preference. A lot of women are told that they need to use foundation and powder to even out the skin tones. From there they will add blush, lipstick and eyemake up.
Eyemake up has several methods depending on the effect you wish to create and how you wish to bring out your eyes. Some will apply a darker shade to the crease, a medium shade to the lids and use a light color under the brow. Then they would use eyeliner top and bottom and finish up with mascara. Sometimes an eyelash curlier is used to make the lashes more noticable.

I personally don't use foundation, but use a touch up stick under my eyes. I use a little bit of blush and concentrate mostly on the eyes. I use the technique above as to the eye shadow, but I don't apply mascara all the time after using eyeliner as it often will smear during the day.

The best thing you can do is to experiment or contact an Avon or Mary Kay representative to visit you or go to a cosmetic counter at a mall and ask the saleslady there for instruction. They may try to sell you a bunch of stuff, but you always have the choice to refuse to purchase stuff. Yet, you do get the pointers.

Have fun!

As far as eyeliner goes. Try using black liquid eyeliner along the top and use black eye shadow to line the bottom. On the bottom start from the middle and work your way out.
Here is a mistake lots of people make. DO NOT match your eye shadow with what you are wearing.
Another neat tip is you can use your eyes shadow to change the color of your nail polish by just mixing it in.
Don't keep your makeup around for months either. It grows nasty bacteria that would make you vomit if you could see it with the naked eye.

Well I'd really have to see your face after you do your make-up. Make sure you are putting on your foundation in a brighter light...you don't want it to turn out un-even. Test out many foundation colors on your inner forearm to insure that the color matches your skin tone on your face. Wear your make-up the way that makes you feel comfortable. Good Luck, stay beautiful!!
