When you say "Cable car" everyone thinks San Francisco, but there are cable cars in other places too. That being said, there is an excellent page, cited below, that tells a lot about cable cars, and sand is not mentioned, so you may know something I don't know here. Did you see sand on a cable car? Tell us more about this.

Do you mean a tram-type thing, running on steel rails? Then it'll be for added traction between wheel & rail.
