Yes. Getting better mpg means using less fuel, which means putting out less greenhouse gasses. Also, it means pushing less unburnt fuel out your exhaust pipe (all cars do this a little), which is also a good thing. And using less fuel means not using up all of the oil reserves in the world as fast.

In general, yes. Less fossil fuel depletion, less hydrocarbon emissions and so on.
But if it's a hybrid car I'm not sure the savings in fuel economy make up for the extra pollution due to manufacturing and from the batteries. Electric motors also can generate ozone, which is great in the upper atmosphere but poisonous to us down here.
