First off, what colour eyes do you have?
For all eye colours, it helps open your eyes if you put some shimmery white or gold eyeshadow in the inner corners of your eyes. Also, try curling your eye lashes, and applying mascara to the outer corners of your eyes more thickly than the inside. What also helps is making sure you don't have bags under your eyes. Try Benefit Boi-ing, or any good concealer, to conceal dark circles if you have any.
Eyeliner, when applied above the bottom lash line, actually makes your eyes look smaller, and much more squinty. I apply white eyeliner instead, to make my eyes appear bigger, and put darker eyeliner in the outer corners, and along the outer lash lines, but not all the way along the eye, just the outer edges of it. Lining the whole eye in dark colours makes it much more closed in. If you use just a bit of sparkling or colourful eyeshadow along the top of your eyes, it catches the light as well. try a colour which contrasts your eyes, for green eyes, try plum or violet, for blue, try light green, and for brown try either purple or light green. Make the top lash line much more prominent, which mascara or subtle eyeliner, than the bottom lash line, as this opens up your whole eyes.
Highlighting your brown bone, just under your eyebrows, with subtle shimmer makes your eyes pop as well, and by making your eyes the focus of your face, as in, less bright/dark colours on your lips and cheeks, you can make them appear larger. Hope these tips help!

All i have to say is get the Shu Uemura eye lash curler, and the next Max Factor mascara with the plastic brisles. Also the original Maybellen eye liner that is red pencil is the best. The curler is a little on the expensive side but it will be the best 18 bucks you spend. I've bought like 18 cheap 2-5 dollar ones that were crap and after a while it adds up. I have very thin hair and it showes on my eye lashes. I have dark brown eyes that stand out. When i curl them and use this mascara they look amazing my boyfriend compliments me daily on how much he loves my eyes.
Here is the website for the eyelash curler:

good luck!

DON'T put any product on your waterline. You know how you wear black to make yourself look slimmer, the same thing applies with make up. Putting black eyeliner on your waterline will make your eyes appear: "slimmer"/"smaller". Putting white eyeliner on your waterline kind of makes your eyes look bigger but you also look like an alien or that you've mistaken your eyes for a chalkboard. What you want to do is: curl your lashes, make sure you hold the curler at the roots of your lashes for a few seconds, then pump it upwards till the end - if you haven't been doing this you'll see a huge difference. Then with a black eyeliner tightline (if you don't know what tightlining is, just google it :), tightline from the centre of your eye to the outer corner and lightly wing the liner. This will not make your eyes look smaller, it will create the illusion of fuller lashes. Lining all the way to the corner of your eyes WILL make your eyes look smaller and narrow them. Get a good volumising mascara (such as maybelline's colossal) and add as many coats until you reach the desired effect. Add the SMALLEST amount to your lower lashes, adding to much can make you have panda eyes/look like you have bad eye bags due to the shadow. Sorry about the essay ;p Hope i helped

If you want your eyes to "pop", make sure to color your lid with a light color (try neutral colors), maybe a pale yellow, pink, or tan. In the crease, use a darker color. I brown is good, but ever deep purples are pretty (if you have blue eyes). Use an eyliner that's thick around the outter edge of your eye and thin over your eye. Only line where there is eyelash above it. If you wear line around the entire eye and close it off, it makes eyes look tiny. Stick to black liner and mascara or brown and brown depending on the natural color of your hair. Nothing too funky.

One tip is to highlight your eyes by outlining them with liner and mascara which I know you already do but placing more of a neutral or lighter color of lipstick. This draws attention to your eyes.
Also I like to put a really light/shimmery powder just underneith my eyebrows, base or meduim color over eyelid and use a darker color in the crease.
One more thing is to only line the bottom lid from the side closes to your ear to the middle of the pupil of your eye. I've done this for a long time after a Mary-Kay friend of mine suggested it, but didn't realize how good a tip it was until I saw Reese Witherspoon have her make up like this on Legally Blond.
Just some suggestions:)

Use a shadow that is darker than your eye colour, i.e. Brown eyes - burgundy, dark brown, sable, arch the shape of the shadow towards your brow and blend it into a pale ivory shadow.Blue eyes. Gray, midnight blue, blended into grey silver shadow.Keep the eye liner thin and shadow underneath the eye.

One time on the Tyra Banks show she put on white eyeliner. It really works if your trying to have the pop out eyes look.

first dab a little concelur on the space between ur eye and nose and blend that will make ur eyes instantly pop
now use a light shade of eyeshadow wat ever works for ur eye color
next take a skin toned liner (lip liner or eyeliner) and line the bottom rim of your eye and a little light line alony ur eyelash line on ur eyelid,
with a charcol color eye line line the outside end of your eyeand smudge a litle of a softer look( dont use black because its to dark and make ur eye appear smaller just like black clothes make u look skinnier)
use a little masacra toward the outside of ur eyes on ur top eyelashes

what color are your eyes? try grey for blue, brown for green, lavender/plum for brown...

use a natural looking mascara

use a chunky eyeliner - thin makes eyes look smaller, fat makes eyes look larger.

don't go for dark colors - tend to make eyes look smaller.

use a lighter highlighter on brow bone and middle of eye and inside corner. use a slightly darker color everywhere else, esp. in crease. this'll help add dimension to eyes.
