The first thing you wanna do to create a proper website is learn the basics, such as HTML code........ which you can do by reading the tutorials at http://www.htmlgoodies.com
With additional help with tricks to spice the pages up available from
http://www.dynamicdrive.com + http://www.javascriptkit.com + http://www.freewarejava.com
Next up you need some hosting......... for years people beginning their first ever proper website usually start off with a free account any one of these hosts:

http://www.angelfire.com
http://www.bravenet.com
This is how I started off, before I needed to start using messageboards on my site, and the remotely hosted boards like http://www.proboards.com briefly quit offering free messageboards (lost 2 in 6months that way).
So, I upgraded to one of the paid for accounts (in my case the "1&1 Business" package) offered by http://www.1and1.co.uk/?k_id=3794345 - their cheapest "1&1 Beginner" package costs £2.34 a month (£28 a year excluding domain name)....... while their next step up "1&1 Home" package costs £5.86 a month (£70 a year), but they throw in a free .co.uk domain name + £400 worth of site building software for free.

if youre a windows user.. u can start by using Microsoft Frontpage to build website.. you can also download other great softwares http://www.download.com... after finish designing your website all you need to do is upload the whole thing so people from all over the world can view it... you need to register for a free webhost... and they are (www.bravenet.com, www.geocities.com, www.freewebhosting.com) or if you really really don't know anything about designing a web page you can develop your skills by trying www.myspace.com) designing myspace profile can develop your website designing skills....
*and also try not using *bmp image files as they are big... people would only visit your website if it runs quick... you need to have your files under 1MB.

First thing you must note down that if you want your website to be free of cost , you cant have your own domain name i.e. it cant be www.yourname.com etc for free.
However , it can be free if you compramise with subdomain like
yourname.serviceprovider.com or www.serviceprovider.com/yourna... etc

And you can have free webspace.
Just follow these steps
1. Go to one of the free web hosting website(listed below)
go and search the best web web hosting on
http://www.freewebspace.net
or go directly to the one selected by me
http://www.awardspace.com
2. Register for free and remember your password.
3. Create your home page on your PC using html(if you dont know html you can create it using FRONTPAGE which is provided by Microsoft in windows 2000 or you can download a html editor from net also).
4. Save this page as index.htm
5. Now login in your free webhosting account and go to file manager(most of the webhosting websites have file manager)
6. Upload your "index.htm" page at top level without renaming
7. if you want more than one pages in your website then create those pages with your html editor(FrontPage)with their different names and provide links in your homepage(index.htm) targetting each of those page. (in target dont type the web address , just type the name of the target with extension like help.htm)
8. Upload those other pages also at same level.
9. Pictures can also be provided by same method(hyperlink the picture in page and upload it in file manager at same level)
10. Then Submit your website to Google and Yahoo
You can sign up at Google Adsence or Yahoo Publisher to earn for the ads shown in your website

either on freewebs or piczo. Piczo seems to be the most popular of the two but both are good... and both completely free! Hope this helps :D x
