ex) if sea level temperature is 50F , what is the the teperature at an elevation of 4,000 feet?

Using the normal lapse rate: this is an atmospheric norm, but conditions may vary as warm fronts/cold fronts and other weather phenomena affect it.

This means the average amount the temperature goes down as altitude increases (whether in the air or on a mountain)

It is 3.5 F /1000 feet....so the temperature decreases 4,000 x (3.5/1000) or 14 degrees...50-14 = 36 F

hope this helps, if you are given an environmental lapserate..something like 4 F/1000 ft...simply substitute that, but assume the normal lapse rate if not given one.
