It is not invented, but it is not a planet. It is an asteroid named after Filipino Josette Biyo, a high school teacher cited for winning the 2002 Intel International Science and Engineering Fair in Louisville, Kentucky.

The complete name of the asteroid is 13241 Biyo. Some celestial bodies are named after persons.

"Discovered on May 22, 1998, this minor planet formerly known as Planet 13241 is now named “Planet Biyo” after a Filipino teacher. Planet Biyo rotates counterclockwise in the asteroid belt between Mars and Jupiter." -Dr Biyo

Wikipedia has it classified as an asteroid though. Check the reference for a report from Dr Biyo taking credit for "his planet".
