what u have read must be atleast more than 50 years old or else it is wildly inaccurate. Such kind of casteism / discrimination used to take place a very long time back. Some people were believed to be of a "lower caste" because of certain menial jobs they did / their ancestors had been doing. They were isolated and not allowed to mingle with others, hence their condition remained as it was, generation upon generation. Such is not the case now. Not only is it illegal, people have taken it upon themselves to prevent such behaviour. Still, some such individuals remain who try to segregate society into higher caste/ lower caste as per their old traditions. Such people are now looked down upon more than the lower caste.

These are freak cases. Such things can happen anywhere any time. Do you think blacks are treated as equal to whites in US today. The western media blows up negative stories about India. If there is heat wave in India they report as screaming headlines. When 320 persons die of heat wave in Chicago in a single season, they just hide the news in a corner.

In India Dalits have been the President, Prime Minister, Chief of army and these days a dalit is the Chief Justice of India. What more can anyone expect?
