You should start by going outside and making sure there are no obvious holes. If you find a hole patch it with some heavy roofing paper and roofing tar.
If you can't find a hole then check the metal flashing that seals the roof to the wall, many time the flashing becomes loose. Tighten up the flashing and seal with a good roof sealant(the kind that comes in a tube, like caulking)

Unless you are a regular DIY, person, Iwould ring a company and get a couple of quotes, let them do it.If you go for it yourself, look at the existing roof, is it old and cracked, does it go into the mortar in the wall, is this ok. How long ago was it done ?with the sun these things dont last forever, 10 years would normally be maximum. I wouldn't put any stones on top, especially if somebody stands on it to clean the windows ,for example, they can punture your felt. If You have a few hundred quid to spare, the best way is to have it lead sheeted, can look really nice if you have the pattern cut along the front and sides. There is nothing worse than water ingress in your house, the damage done can be expensive

The best repair is to start again, but if that is not practical, then you could try laying roofing felt, (like on a shed, bought from hardware stores) over the old one, or if you can find the leak, filling with molten tar, or Bathroom sealant. It really depends upon whether you are repairing it so that you can sell on or not.

Buy a piece of .060 inch thick rubber for it. It will only cost about $20 and glue it on there. Look in yellow pages. Roof supply houses sell Firestone rubber for roofs .045 and .060 thick in various widths CUT TO LENGTH BY THE FOOT.
Rubber roof for this thing will last 25 years + or more. Your leaks are then over with a rubber roof.

Have to agree with CmF. After working in homeowners insurance claims and construction business for many years, the only solution for flat roof is to make it not flat

A good idea would be to call a siding guy and have a bevel installed above the window. It souldn't cost much at all and would be a permanent solution.
