I'm sure you can but the new thing these days seem to be a knee length loose dress (tunic) over some skinny jeans. It looks great if you have the figure for it.

Well not now because its winter.
They are called leggings.
They might come back in spring but its hard to tell.

i've seen some girls wear it in my state (OK), but i think it only look good on skinny girls, so if you're skinny then go for it
