ive just seen an ad on comic relief about a 72 year old woman who walks for 4 hrs a day to get some water

my question is why dont they just build their villages closer to the water site???

Maybe the area near the water is not viable for putting up houses/huts? Maybe they've already tried and failed? Maybe it has something to do with their beliefs and they can't move closer?
