I think you have to have a plan for internet access with a smart phone.

Most pda's with windows smart phones functions are contract based. You could buy a sim free pda but they tend to be very expensive. And you will have do get a data bundle they cost about Â£4 a month. I have a nokia n73 symbian smart phone and it costs me Â£5 a month on top of my tariff.
