It is possible to kill plants by over watering. Usually they develop disease or the roots will rot and die.
It all depends on the soil, if it is free draining or staying very wet. Plants like us need air. If there is no pore space in the soil because the soil is sodden then your plants are at risk of drowning as you put it.
The soil also can suffer if continually wet, it can become anaerobic, which means it will smell, and become useless to grow plants in.
Only water when the soil is dry to touch.

Yes, plants can drown. If the soil is too wet, the plant's roots cannot take up oxygen and it will die. Some plants actually prefer wet soil. Matching the plant's needs to the conditions you have is easier than trying to create the right conditions. Good luck!
