From people who breed them. I know of people who have a contract or arrangement where they could give the stores a rather steady supply of pets (ie. fish, bunnies,) over the course of say a year.
It's a pretty good side deal if you like pets.

If the store is a well run one,They will get the animals from registered breeders..

There are some Amish breeders not too far from where I live
To them dogs are just another type of livestock to breed and sell.

they drive around in vans and steal animals from people backyards and sell them back to them
