I can think of two instances where you might want it to open outward.
- If you are handicapped, you need extra move to get in and out. That's why public restrooms have them built that way.
- An outhouse - you don't have much room to get inside as it is.

NO!
It's against building codes for one thing! If you change the swing of the door you'll have to change it back when you sell the house.
The other thing of equal importance is that the door will be a hazard to anyone passing by when someone exiting the bathroom were to open the door when someone passes in the hallway or wherever.

Sure you can. The only problem you face is opening the door and hitting someone with it. I might not do it with a lot of kids around, but if not, then go ahead and change it.
