Fingermen is the name given to the right-wing government's secret police force in V for Vendetta. they are inherently corrupt. at the beginning of the movie (sorry i havent reqad the graphic novel) they attempt to rape Evie after catching her out after curfew, at which point V swishes into scene and saves her. hurrah

The "fingermen" were the empowered supporters of this "new world order" of suppressive government, spear-headed by the Orwellian inspired figure-head character portrayed by John Hurt.
You don't outright see the "fingermen" only to know their discreet $$$ and corruptive support snatched away the basic freedoms enjoyed by the British.
