Viren ... John, your first answerer, is correct. Now more than ever, what goes around comes around; it's an old, old expression and it definitely applies here.

I say this because the widely publicized acts of terrorism are emboldening other crazies and encouraging THEM to be terrorists too. With most, this behavior is being encouraged by one or more of the following:
- Hatred
- Perverse form of jealousy
- Belief that their god will reward them for being terrorists
- And as usual, money

The opponents of terrorism need to be on the move, so to speak. When THEIR superior efforts to find those who'd wish you harm become more widespread, this emboldens the do-gooders. Whether it be by joining your country's military or just displaying your country's flag, if everyone helps, sooner than later, terrorism will go the way of Hitler, Saddam, and the Communist regimes of the past.

As you know in terms of any management tool the system of improvement starts from the top.

The most important thing is to demonstrate it rather than advising other to do it.

When you are doing it others will follow and you will also know the intricacies involved in it.
