2 stands for the "hamza" (u know, the strong "a")
3 for the "ein", the first letter of the arabic word, eye
3' for the "gh"
7 for the Egyptian "h"
7' for the "kh"

and in khalig countries, they use
6 for "t" (the Egyptian "ta", its heavier than the normal t)
9 for the "k" (the "kaf", heavier than the normal k)

but these aren't used as often as the others
