Search engines: Add search words in your meta tags, the search engines will read them and list your site. You can read how to do it in every good HTML tutorial.
Lowest price I know is $10/year for a domain name and $40/year for hosting, including server-side scripting (but no .NET). But there may be even cheaper ones, search about it.

That is a free trial but you can go from there.
I have used it before. It works good esp if you can get a copy from off of bittorrent :)
Correction^ don't use bittorrent but look for azureus instead!
