I am not sure I understand your question, but I assume an Indian team qualified and FIFA did not provide equipment?
If that is the case know that many of the developing football nations like India receives a considerable amount of money from FIFA for development. We are talking millions here so i would assume that those getting the money (federation and others) should have provided the team with the proper equipment.

i think that FIFA had provided shoes to the indians when they had qualified....but the indians themselves wanted to paly barefoot....and so FIFA disqualified them
