To summarize, I have prepared a list of problems that need attention:

1. Corruption - Because of corruption, some problems remain unsolved because the government funds are in the pockets of some politicians.

2. Education - Although there are many government schools in the Philippines, there are still many Filipino children who don't come to school because their parents cannot afford the expenses in school. The teachers can't be blamed here because they too have low salary to support their students especially in financial matters. There are schools in far-flung areas in the Philippines where a teacher teaches in two grade levels in just one room. The government also lacks support in providing more books to children. Actually, it's ironic because everything that is political is funded while the needs of the younger generation are not cared about. In connection, I'd like to share something dramatic: of ten children in the Philippines, six of them can graduate from elementary; and of these six, four can make it till high school; and of these four, there is just one who can possibly get a degree in college. To simplify, it is 10:1. So sad.

3. Taxes - We can succeed with taxes but there are institutions and businesses taht are exempted to pay the taxes. Others that are not exempted don't pay the full taxes they owe to the government. Well, I understand because the others don't pay taxes anyway. Religious institutions and businesses, most especially, are exempted to pay taxes. That's according to our 1987 constitution. With this regard, the others use the name "Christian" to their schools to get rid of taxes. The Roman Catholic runs businesses and schools and charge students with very high tuition fees.

4. Poverty - there is a cycle of poverty in the Philippines because some people JUST DON'T DREAM.

5. Population - Because there aren't enough jobs avaialble for the big population that's why the others remain unemployed. Some poor families just love to give birth without thinking of the future. Some teenagers get married early...

6. Non-Filipino Industries - I see this as a problem because most of our natural resources are touched by great nations and benefit dollars out of them while the Filipino people just benefit with the taxes contributed by these kinds of industries. Some examples would be mining, logging, etc. The Philippines are left with no resources to keep.

7. Employment - There are millions of people here who don't have jobs because there are no jobs available. One solution to get rid of that problem would be going abroad but not everyone has financial support for this. There is also a big mismatch between the JOBS AVAILABLE and the JOB FINDERS. There are more job finders than the jobs available. There is also a mismatch between the qualification of the worker and the nature of his job.

9. CITIZENS - Lastly, most citizens would blame the government for all the problems but the complainant does not do anything to help the country. The negative Filipino attitudes are included here like having a crab mentality, colonial mentality, ningas cogon (later, later), etc.

In conclusion, the problems in the Philippines are made both by the citizens and the government.

wow!fancy u asking this...well, to be honest, the government needs to be revamped if things were to improve...philippines has the natural resources but are robbed by foreign investors who siphon them out to their own country and leaving philippines not getting what its suppose to be getting.

Also, environmentally, we need to do something...before the beauty of philippines dissapear into oblivion...carbon monoxide in the city is terrible...have always loved the north like in laoag where the air is so much cleaner and healthier to breathe.

The gap between the rich and the poor is a glaring thing, just look at the malls, those expensive boutiques, the porsche cars....and the street family lurching at every corner of the streets in manila...where is the money going to? How is the government utilising it for the good of the nation?

Many macro and micro questions to be answered....who can help us if we cant do it ourselves....everyone has to make a conceited effort to reclaim the dignity of the country that has depleted...its a good thing the people still maintain the cheerfulness that the world knows the filipino people are proud of...

Philippine problem - Corruption.

Right from the top to the bottom of society. This is the thing that stops foreign investment and stops the country growing as it should.

Everybody has problems everywhere. I think most share the same kinds of problems to different degrees. But, the BIGGEST problem in PI is that everybody is brainwashed into thinking that nothing will improve because of the "woe is me, so many problems" mentality. Get over it, move forward, and try to do something more positive than complaining all the time. You don't have to be in USA, or Canada, or Saudi, or Dubai to be happy.

Since this is the 'Philippine TRAVEL' section, I think Truthfuli has answered the question very well, and has many good pointers for foreign guests here.

Everyone else should be on the 'POLITICS' section of Answers!

You mean for a traveler? Actually, it is easy to travel there as many people want to take you around for a fee. The problems I have found are these:

1) Very hard to exchange travelers' checks- most places do not take them. If you have AmEx checks, just go and exchange them at the local AmEx office. Otherwise take cash, strap it to your body in a money belt and then keep it at a safety deposit box at your hotel. American Express is not a popular card there and is shunned by most places. Take ATM cards with visa signs on them. Keep them in a safe place.

2) Some ATMs that have a star/plus/maestro sign will still not accept overseas ATM cards. You should go to City Bank or Equitable Bank- these do.

3) Some drivers want extra money from you and some do not want to give you change. Some pretend that they don't have it hoping you will not ask for it. Do not humor them. Get lots of small bills. Wads of them if you can. If you have a large bill and they have no change ask them to stop by a gas station to get it.

When negotiating a fare to far away places or any other where a meter is not to be used or any other non-meter/ special fare, ask at a hotel or ask another Filipino how much he would pay to go there by the vehicle you are hiring. Do not pay any fare over that.

4) In many cases people/ small commercial establishments do not have change. So, if you carry "large" bills such as P500 or P1000 or even P100, they may not be able to give you change. It is very inconvenient and here is what you do:

When in the Philippines and you exchange your $$$, insist on getting as many P 20 or P50 bills as possible. If an exchange office does not have them, go to a bank and get lots of those. This way you will not be perennially stuck with large bills that many people cannot give you change for. It's like having no money. Use large bills to pay for things at department stores or big hotels. Those will have change as a rule.

5) There is not much violent crime but lots of pickpockets, often operating in groups. Get one of those money bags/pouches that you put on your neck and hide under your shirt. You can buy them at airports. Carry those only. No wallets. Make a copy of your passport ( first page and the visa page) and carry it in that pouch. Leave the passport in the hotel safety deposit box.

6) When ordering things at a restaurant, ask them what items are not available. Just because it is on the menu, does not mean they have it now. So just ask them if anything is out of stock.

7) Also, Filipinos like sweet things and sugar in everything. When they make Western food they make mayo that is too sweet for the Western palate. Many Westerners cannot eat a potato salad or a hamburger or a chcken sandwitch that is that sweet. However, Filipinos do make very good Asian food. Japanese and Chinese restaurants are cheap and excellent.

There is also banana catsup that Filipino people like, but Westerners usually have hard time getting used to. When asking for catsup, make sure they will bring you tomato one.

8) Some other Western foods have made inroads into Philippine society but they taste different and some items are unavailable because Filipinos do not like them. Dunkin Donuts does not have the Bear Claw, for one.

Mustard is not popular. Sour Kraut is almost unknown. KFC does not have muffins. So, be prepared. MacDonalds is great though and the food there tastes the same as in the US. When there, I eat Filipino foods and I am OK.

Bagels are now available at some big malls but often if you ask for lox or cream cheese, the people will be puzzled. They may not even know what these are. Filipinos eat bagels now but they I guess, are not used to putting those two items on them.

9) If you are with a Filipina lady and want to talk to other people while with her, you can talk to other men but it is not a custom to talk to other ladies. I have been burnt. I like talking about culture so I talked to the female staff at restaurants while having a Filipina date and she was not a happy camper. She said it is an insult to her in the Philippine culture if I converse with other women in her presence, even about very mundane things such as where I am from. So, be careful.

10) Filipino people ask many questions which are sometimes seen as too personal by Westerners. Do you have a wife? What is the nationality of your wife? Is that your girlfriend? How long have you two been together? When is the wedding?

It is not exactly a problem so, do not be shocked. I still do not know how to deal with it. So improvise.

Also, they ask you constantly " What is your nationality?" Just tell them what citizenship you hold, not what your ethnic background is.

They also sometimes have trouble seeing that a person can be Asian or Mediterranean or Hispanic and be an American at the same time. They would say-" no, you are not from America" if a person does not look North European. Like sometimes an Italian American guy would be told- "you don't look American". Maybe you can educate them about the Melting Pot USA.

Never lose your temper there. Most people are tolerant but there are limits, if you know what I mean.

11) There is sea everywhere but there are lots of mangrove trees that tangle up the access to the shore. In fact, Manila means Mangrove Place. You need to ask where white sand beaches are, if you want a Western style beach. Otherwise there are many beaches with brown sand and if you don't mind it, go ahead and enjoy it. Be careful of rocks and coral beds, though.

When you go to beaches, take sandals with you so you won't cut your feet on some rock or stone or a coral. Also, there are sea urchins in many places and they can sting you. If that happens, the quickest way to get out the sting is apply urine to the affected place- it will flush it out.

12) If you are a white ( or other non SE Asian) guy with a Filipina, such a relationship is more accepted there than in other Asian countries and most Filipino/nas are very happy to mingle with other races, but you may still hear a snide comment or get a nasty look once in a while. Do not get into fights; just ignore them. You are outnumbered and it's not worth it.

Ignore drunks and do not get into arguments with them. Just like in most places.

Finally, do not discuss any political things with Filipinos unless you want to praise the country and do not criticise the Philippines except for some minor things such as- Oh, the traffic in Makati is hell today" . Stay out of local politics. Do not make any negative public statements about the Philippines. It makes the people lose face and they do not like that.

If you like nightlife and go-go bars go there discreetly but do not take pictures of girls dancing and put them on the net especially with your name attached. You will embarrass Filipinos and can get banned from coming back.

See good things in the Philippines- there are millions of them and tell the people hwo much you love the place- that is what I do. You will be loved for it.

Keep the above things in mind and you will have great time in the Philippines as the people are probably the friendliest in Asia if not the world. There is very little racial discrimination, all races/nationalities are welcome to come and visit or even stay, you can have oodles of friends and have the best social life possible on earth. Maligayang Dating sa Pilipinas!

Mabuhay!
