There are several Universities who offer great Mass Communication Programs: De La Salle University has a general Radio, TV and Film Course and also specialy media courses... Ateneo also has an adequate program, I'm told.

If you can get admitted, go to UP. The admission requirements are pretty steep, though.
If you can afford it, try Miriam College or Ateneo.
