Sometimes this is a byproduct of something else you have downloaded off the net and all they are doing is trying to get you to buy their product. If so, click Start>Control Panel>Task Bar & Start Menu>Customize> You will get a list appear, find the one you need and click 'Hide When Active>OK.
This will make it disappear but now and then when you start up it will come back so just do the above again.

Because the settings are set to annoy.
Go to Start > Control Panel > Security Center. On the left hand side click on 'Change the way security center alerts me'. Once you click on that, uncheck everything and click OK.

It means your computer has a security breach. Either Firewall is off, no virus protector, or Windows Update is off.
to check go to
Start-All Programs-Accessories-System Tool-Security Center
check and see which is off (usually in red)
If its firewall, jsut turn on Windows Firewall till you get another (to turn on, its on bottom of the same page that says Windows FireWall)
If its Windows Update, turn it on anyways
If its virus protector go get a free one till you get a better one
i would suggest AVG Free, Avast, or any others

this mean you have no viral program installed or your firewall is turned off or automatic windows update is off. double click it next time it comes up and the security screen will appear. read all the items there. the ones in red are what is wrong...
