Weather that bothers us as humans doesn't generally bother animals that are built to live in it as much. For instance, a panda's thick coat helps protect it from rain and snow, so it doesn't need as much shelter as you might think. However, when they do need it, staying under trees, bushes, rocky outcroppings, etc. provides all the protection they need.
