my connection was 52.9 kbps on my dial up modem then i moved to a new house and all i can get now is 32.9 kbps.

The speed of an internet conetcion via modem depends on 2 things:

1) your modem
2) the quality of phone the line

Make sure your internet connection configuration is for the maximum speed allowed by your modem. If still you can't improve from your present speed you can try talking o your phone provider.
Chances are that line quality in your new area is worse and your modem gets too many errors at the higher speed. When the modem detects a communication error, it has to request the data packet to be re-sent.
Usually the hardware then defaults to a lower speed that provides an aceptable level of errors (which results in a higher effective speed of transmittion than using the higher communication speed with too many erros requiring too many repeats of the data being sent).

Maybe it is the time to upgrade to broadband....

Consult your Telephone company.....or better to get DSL connection for hassle-free surfing. Dial-up is now becoming history..Man!
