A body is heavier in vacuum because there is no buoyant force to lift it, thus act against gravity. In all other fluids there is a buoyant force

air.Bec. water give some upword force to a body.hydrogen is lighter then air & pressure has big role in weight of anybody.so less weight less pressure & all know that there is no weight in vaccum.
