I've received a Notice of Test Result from the State government saying that out of pool of "best qualified", "better qualified", and "qualified", I've been put in "best qualified". My eligibility is good only until the end of the month.

I have not yet received a Notice for Job Interview. I really would like to interview with the State. Do I just wait hoping that they will mail me a Notice for Job Interview? I think e-mailing may be better than calling not to give the impression of being desperate or snowballing, but this State government doesn't have HR e-mail address in their web site. Or at least I can't find it.
What are your suggestions or ideas?

No, you should call. You won't sound desperate. You're only good until the end of the month, so it would be smart for you to find out how to extend that, or if/when/how you will contacted for a Job Interview.

Believe me, an HR rep for the state is not going to remember who you are, they will answer you straight up.
