Difficult to say. After all, any time that a war happened, there must have been a peace of some sort at the end of it - either through annihilation of one of the combatants, or a treaty (imposed or agreed).

Certainly the treaty of Kadesh, between the Egyptians and Hittites in the late 2nd millennium BC, is one of the oldest surviving treaty texts. It is also a "tripartite" treaty, because while the Egyptians and Hittites each held a copy, a third copy was made and held by an independent power (can't remember which it was, off the top of my head).
