Politician
1. he is answerable to people. you can change him every time.
2. he does highest activity in contemporary society = Politics. we may not like this but this is true, A politician decides and all other including bureaucrat ( sycophant yes sir man )follows.
Actually in the current system. none of the main stream politician is good. they very bad. but relatively speaking....
Common people should join politics instead of hating it and change the face of society.

A bureaucrat is better than the politician because the former is concerned for the implementation of the government while the latter is concerned of his self and party interests over and above the needs of the people.

actually elected politicians are supposed enact laws for the welfare of the people and bureaucrats to enforce such laws and see that they are implemented. but today's scenario is different since the most of the politicians come to earn more money illegally than any commitment to the society and similar is the case with some bureaucrats if not all. so if u see the percentage, it is bureaucrats who wins this race.

A good politician is the one who can control the bureaucrats, who are notoriously self serving all over the world.

Well since beurocrats are technically people that work for the government, I would have to say they are better than politicians.
