I clicked on a link in a sight that says it is public but then I get a message that says "you do not have permission to view this document"
Well who does then??

It's probably a mistake by the website designer; (s)he created a link to a document/web page that is stored on the server in an area that you don't have access to. The website designer did have access to that area and (s)he never noticed (while designing the site) that access to the document/web page was restricted to certain users.

its likely an error on the domain's side, and not your's.
They could have put the document into a directory and linked to it, but not set the correct permissions on that particular file for the public to actually be able to open it.
You should contact them about this, in the case that it was an error, for it is easily fixable.
