What can be done when the father of a six year old doesnt let the mother see her dauther?

Father is raising the girl, the mother used to be able to see her dauther everyweekend, but something change. The father is not answering his phone, he also moved and doesnt say what school the girl is in. What can be done with the least affect on the girl?
