Father is raising the girl, the mother used to be able to see her dauther everyweekend, but something change. The father is not answering his phone, he also moved and doesnt say what school the girl is in. What can be done with the least affect on the girl?

Only reason to deny visitation to a parent.

This occurs only in extreme cases. When one parent has abused or neglected a child, placed the child in dangerous situations, threatened removal of the child from the state, or abuses alcohol or illicit drugs, this parent's right of visitation can be denied and the other parent awarded sole legal custody and sole physical custody. Denial of visitation is not the norm and strong evidence must be presented in a court hearing to deny a parent from having any visitation rights.

If shes not doing none of the things above, the mother has to go to court and ask for child custody. She has to go before he does, she needs to let the court know that he is keeping the child away from her. Mother has the same rights just as well as the father. Before going into court they will be sent to mediation, this is where both parents try to come to an agreement, in front of a counselor. If the parents aren't able to come to an agreement, they go to the court and the judge decides for them. He might decide that same day, but its possible that he'll want to reschedule and order a temp court order.

Probably you need to get in touch with the father's lawyer and warn him that he needs to give you access. If not, you'll have to take it to court and sue for custody.
