well if it's not free, what benefit will you have from using them?
Even on the issue of liability, you're not likely to benefit more from their being liable for it's maintenance and repair if they take this long to install the thing in the first place.
The way I see it, they just want your money. And they can't even be bothered to hurry up about getting it. That's just rude. Typical council behaviour.

You need permission from your local authority to drop your curb otherwise they could make you re-instate. Once you've had permission you can get any company to do it. Unless the law has changed, you do not have to let your l a do it. Laws are made to be obeyed not flouted. You cannot just do it sneakily, as many people on this site have said because you have let your intentions be known. Your local authority are probably waiting for you to take matters into your own hands, so they can have the pleasure of making you undo the work.

The local authority will charge around £1700.00. Its only a money making scheme. It also will only take 2 men a day to do it

no, mate.
the work has to be carried out to local authority standards, with public liability insurance.
a neighbour wanted to do this, and so did i, but we were not allowed to do it by the district council for the above reasons.

it is correct what they say .. you do have to use them as mad as it seems ..for a start ..they do carry a £10000000 .public liability insurance .. some councils will let you do it providing you can prove that you are competent and you have the insurance ..after all if some one tripped up and broke a leg ..you would need to be insured

Sounds frustrating.
To be honest though, if you get somebody else in - or do it yourself, then you'll be responsible for not getting it to the exact standard (Size, shape, colour, smell......) and also be responsible for maintenance.
Give 'em heaps until they give you a quote.

Just do it and pretend you know nothing about it, if anyone comes around asking questions, say you thought the council did it.

If you don't have to have planning permission, go ahead and do it yourself and forget them. If they ever get around to asking you about it, which they probably won't, just play dumb.
