Right Click go to toolbars....Click on the toolbar that you want....if it is not listed....you may need to download it again...

You mean the TASK Bar. Not tool bar.

And all you have to do is grab the edge and drag it down until it's the size you want it. The cursor should turn into an up-down arrow if you position the mouse cursor right over the top edge (assuming your task bar is at the bottom of your screen). Click and drag it to the size you want.

If the cursor doens't change to an up/down arrow, right click any blank area on the task bar (i.e. not on any button), and if "Lock The Taskbar" has a check next to it, select that option to uncheck it, and unlock the task bar. Then you should be able to resize it.

You can then Lock the task bar if you don't want to accidentally resize it in the future.

you have to right click on the "TaskBar" and make sure that it is UNLOCKED (no check mark next to "lock the taskbar")
click on "lock the taskbar" if there is a check mark to remove it
then place your mouse at the top edge of the bar until to see ↕ an up/down arrow
now hold the left mouse button and drag down until you get back to the normal size
let go and lock the taskbar

Yes it is the task bar.
The tool bar is the top bar of ur screen on which the terms FILE,EDIT,VIEW...... is written
