not really. all penises work the same way when they are erect. and they look more or less the same then too.
just uncircumcised look different when soft. looks like a turtle neck pulled over the head.
it is easier to stimulate a guy manually if he's uncut, because of all the extra skin.

The 2 diffrences that i know about are as follows:
1. One enjoys more with a circumcised guy.
2. Diseace transmision is more by uncircumcised men.... reason... germs(may a times dirt) resides in their foreskin... and you cannot take it out...

Most will probably say no. But, I slept with an uncircumsized guy, and I didn't enjoy it nearly as much as a circumsized one. I found.. it didn't quite feel.. as.. hard? I could actually feel the skin. Plus, he claimed since he had the foreskin he couldn't wear a condom, so that was really uncomfortable mentally.
