Plants produce more sugars than they need because if there is a shortage of water or sunlight for a period of time they will still have energy, like humans storing fat really.
they don't stop photosynthesising beacuse it is the way they make their energy and if they stopped they may not have enough energy to survive.

they produce far more sugar than they need because there is no limiting factor such as enzymes to stop the production. they don't stop photosynthesizing because if they would ever stop photosynthesizing, they would also stop taking in carbon dioxide and releasing oxygen and that would suffocate us all. (imagine the difference in population of plants to humans!) hope this helps..

Because there's no selective pressure to make them stop. Since not producing more sugars doesn't improve their chances of survival, there's no reason for them to do so.
