My brother from US wants to send money for me in Singapore. But he wants to send by traveller cheque and international money order. Can i cash both of them in Singapore Bank ?

international money order would be OK.
But travellers cheques are signed by the person who buys them at the bank. You sign them when you buy them and sign them when you cash them.

If he sent them unsigned they are the same as cash and anyone can cash them, so it they get stolen anywhere along the way, you are out of luck

Yes. You can. But sending the travellers cheques by signing in both the places-at the time of purchase and encashment- will be highly risky. Travellers cheques signed in both places is equal to liquid cash. Therefore I suggest that you should prefer money order instead of travellers cheques.

If there made out to you, you should be able to cash a Travelers check at any bank you hold an account at, however some banks don't honor money orders from other companies.

the international money order should be all right
but the travellers cheques would have to be in euros so why doesn't he just send it all in one money order

The safest and best way is Western Union transfers.
