By definition, a computer virus is a program that replicates itself. This means that if something doesn't replicate, it's not a virus, no matter what other damage it might do. Also, being a program, a virus can do *anything* that is doable programmatically. So, I'll have to assume that you're asking what the currently known viruses for mobile phones do - not what a mobile phone virus could do in principle (because in principle it could do anything that's doable on the phone).
The other thing to clear up is what kind of mobile phones you have in mind. There are viruses for mobile devices running PalmOS and Windows Mobile, but these viruses are very few and very stupid (e.g., they ask for permission before infecting, or the programs they infect immediately stop working). The vast majority of viruses for mobile phones is for phones that run the Symbian operating system. So, let's concentrate on those.
Viruses for Symbian phones mainly replicate. They do this in three ways - via Bluetooth, via MMS and by infecting the phone's MMC card (and hoping that the infected card would be put in another phone). As far as the user of the infected device is concerned, this has the following negative effects. MMS: Sending MMS messages costs money. Bluetooth: Constantly sending stuff via Bluetooth drains the phone's battery. Since batteries have a limit of how many recharge cycles that can last, in the long run this has the effect of shortening the live of the battery.
Besides viruses, there are many more malicious programs for Symbian that do not replicate themselves. Therefore, they are not viruses but Trojan horses (although many people don't understand the difference between these two kinds of malware). In fact, the known Trojans for Symbian by far outnumber the known viruses for this operating system. These Trojans have different effects but mostly they drop viruses, change the icons of all applications to one and the same skulls-and-bones icon, change the system font to blank-on-blank, delete various popular applications, or make the device non-bootable.
