Infrared reciever is used to transfer data with another infrared capable device. Usually phone to phone, computer to phone, remote controls, and some older handhelds used to have it too.

Not all remote controls uses IR, infrared wavelength. Some are Uhf which sends a signal that doesn't necessarily need to have a direct line of sight from remote to infrared receiver.

Infrared is lightwaves beyond the red spectrum and humans are unable to perceive that spectrum but some animals can. The receiver can capture the photons sent by an ir sender and convert it into a signal that will instruct, say a television, to change channels, power off/on, change volume and other options that the manufacturer allows their television to follow.

Some computers have the option to receive ir signals but since bluetooth doesn't require a direct sight line to another device it is more popular. The ir receiver is easily hidden since the eye is less than a centimeter in diameter.

Those people who like to hide their devices like VCR, cable boxes, and other devices can use their remotes by installing an ir repeater. This device will send the ir signal to the hidden devices.
