1983 Marked the official release of AMPS (Advanced/Analog Mobile Phone Standard) in the united states. That was the beginning of what we could call a 'cell phone', since it was the first to run off of cell sites and support handover.

The first official mobile radio phone, however, was released in 1945. It couldn't change channels or hand over calls from one radio to the other, and it had to be directly connected via an operator, but it was technically a mobile phone. It worked similarly to a HAM radio.
