1. Build massive solar cell plants. I'm talking ones that can produce 10s of thousands of solar panels a year. This is where the middle east and the rest of the world is going to be getting their energy when the oil runs out or it's not economically efficient to string power cables to a village. India can do it cheaply and there are plenty of places to put them in Africa, the Middle East etc. This will probably employ directly and indirectly 50,000-100,00 jobs. Rolling Stone magazine reported that is there was a 100 mile by 100 mile solar panel in the U.S., it would be enough to supply the U.S. with all its energy needs. Right now the cost is too high, but India can change that.

2. I would use the tax money above to build lots of water desalination plants and piping to use the ocean water to bring fresh water to the masses. This will probably create thousands of jobs as not only does this stuff have to be built and maintained, there will be a massive need for plumbers and tools where there wasn't such a demand before.

3. I would use that tax money to build more hospitals and schools. This would create even more jobs, increase the health of the population not to mention their education. Mental hospitals would take the mental patients off the streets.

4. Work on earthquake and flood projects. Earthquakes of 6.0 are a minor shrug to Japan and the western United States, but have killed 10s of thousands of people in Iran. India should step up before that happens to them. This should create jobs for inspectors, engineers and construction workers.

5. Work on sanatation projects, which would create more jobs and prevent diseases.

My guess is that this would cut the unemployment rate to just over 3% and cut the poverty rate in half to 12% as people find better jobs and businesses have to pay more to retain their workers.
