Because the amount of money it takes to build a school for every town of 1,000 people, hire staff, fund athletics, etc., is a great burden on the taxpayers. It costs a lot less to build 5 schools for 10,000 students than it does to build 50 schools for the same amount of children. Say they give $100,000 to a school with 200 students, that's $500 per student. But say they give that same amount to a school with 2,000 students, that's only $50 per kid. A new football field for the big school costs a lot less per student that a new football field for the small school. It's about cost efficiency.

because there isnt enough tax dollars in the coffers to build one and hire staff out there.
