They're not supposed to but News of the Weird reported on this in their Januray 7, 2007 column...

National Public Radio reported in October that perhaps thousands of prison inmates are using cell phones (which are contraband in all correctional facilities) and that the problem has gotten so bad that Maryland state Sen. Ed DeGrange said he was sitting at his desk recently when an inmate called him on a cell phone with a list of general complaints. Also, a warden in Texas reported getting a call from the mother of an inmate, demanding that the warden do something to improve cell-phone reception in the prison so she can chat more easily with her son. Pretty sure that whole in prison and no chance of gainful employment thing and home kind of stands in the way of a good credit rating score and getting a cell phone contract. And home mailing address being the State prison I don't think that would look very reassuring to most people.

In Missouri, inmates, or, employees either one are permitted to have one on their person. As each employee, enters, or exits, the facility, they not only have to show id, and pass a fingerprint reader, they also must walk through a drug detection area, and be observed by a Caption on duty. With all that said, inmates,do sometimes acquire a phone(primarily from visitors, or non-employee workers,IE delivery personal) In Missouri, if an inmate is found with one,it is considered an attempt to escape, and the inmate will receive a mandatory 5 years added to their time, that can not be shortened for any reason. So a 190 day shock time, now just became 5 years straight.

these people don't know what they are talking about. i know for a FACT if you have big money...and you are running things while you are in prison...that you can get a cell phone. you are not supposed to technically...but it is possible. you can get everything in prison...from drugs, weapons, cell phones, money in cash...you name it! someone smuggles that stuff in there. prision guards and people when they come visit inmates. my friend is a sergeant at a prison...at the facility that she works in a few months ago, a co worker of hers got caught trying to smuggle cell phones inside to inmates. its a corrupt system. all about money. remember this if nothing else at all, there is a way around everything...and someone will find it.

You would think so becuase they have pretty much anything else that they want like t.v. stereos nice shoes etc. but no cell phones because then the phone co. and state would not make the money off collect calls.
