He ISN'T anymore, he's dead.He WAS, the parachutist, and his chute didn't open. What he is doing there, is possibly bleeding and laying in a pool of his own blood and broken bones.

the man is a skydiver
he jumped out of the plane that just flew overhead,
but his parachute failed to open & he crashed to the ground
the unopened packet near him is his parachute which failed to open.
