If you need to determine wheather or not ice is thick enough to skate how would you do that?

It's not so much the thickness but the strength of the ice. Thick ice on a large lake can be more likely to break than thin ice on a small pond - partly it's the distance the ice has to span. Also if the ice is held in place by water underneath it (sometimes there's air between the ice and water), if there's trapped air the ice is like a bridge but if it's water then this supports the ice.

Ice is pretty strong stuff but some ice is stronger then others, there can be weaknesses and even thick ice can crack along the weak lines.

To physically measure the thickness then drill a hole in it. The ideal tool is an ice-auger which can drill through deep ice.

My own test for detemining the strength of ice is to throw a large rock onto it - if the ice survives the impact it shouldn't have difficulty supporting my weight.
