Normally, the Human Resource Department is supposedly reponsible in motivating employers in the work place. But with the options given above, I'd say the managers are to be held primarily liable in making employees motivated to achieve organisational goals and objectives. Primarily liable does not mean they are solely liable. Practically speaking, a company works as a group and in order for the company to function well, each group should perform its tasks and responsibilities. Once a group comprises its job, the other group are inevitably affected.

Take instance the shareholders, assuming they voted for an incompetent president to run the company. Their neglect of their responsibility to vote wisely can create a domino effect affecting other group in the company. So, possible result of such neglect of duty is a work force unsatisfied with their leader, which in turn can result to their ineffective performance. My point is, everyone in the company has its share of responsibility to motivate each and every employee to work for the interest of the company by achieving organisation objectives. But again as I've said, managers are to be held primarily liable since they are the ones from you list, who are in direct contact to the workers.

The CEO preaches to the senior executives on organizational initiatives. The executives yell at the managers to turn the initiatives into actionable objectives, plans, and measurements. The managers make it happen by selling to lower levels, some of whom are called team leaders

Organization development, is defined as:

A planned effort...
organization-wide...
managed from the top...
to increase organization effectiveness and health...
through planned interventions in the organization's 'processes', using behavioural science knowledge

It is basically the higher management level and how they lead supervisors to moltivate general employees. Sadly not many companies are successful in it. If not, why are so many people complaining about their jobs?
