It is difficult to diagnose this with this limited information, but I have attached a link of goldfish diseases. Read each one to see if any seem to match what your goldie has. It is not advised to treat with chemical medications when you don't know what the disease is because not all medications treat all diseases and, in some cases, can make the fish more sick. You can do a basic salt treatment, which is a scant 1 tsp of salt per 1 gallon of water. Don't use table salt. Use aquarium salt and don't overdo the salt as it can kill too. But, whatever the disease, the cause is almost always the same. Poor water quality, usually due to incorrect water parameters and/or overcrowding and overfeeding. Get a master test kit and check your ammonia, nitrites and nitrates. Those readings should be 0 ppm ammonia, 0 ppm nitrites and 40 ppm or less nitrates. Depending on the size of your goldy, you also should have a minimum of a 10 gallon tank with a filter that pumps a minimum of 100 gallons per hour and this requirement can be 20 gallons or more with a 200 gph filter if your goldy is over 4 inches. Your goldy doesn't sound too sick at this point, so getting the water in good quality and doing some preventative salt treatment may rid your fish of these bubbles and keep him happy and healthy. Good luck!
